Global Off-Grid Solar Forum runs 27–29 Oct at Kigali Convention Centre

OSEAS is the global symposium for open-source innovation in energy access — co-organized by EnAccess and the WRI Polsky Center, with Carnegie Mellon University Africa as the 2026 hosting partner. The 2026 program adds expanded working groups, a product fair, donor roundtable, site visit, and an improved hackathon.

The two events run in parallel in the same week and venue ecosystem. ISV Tech Comm attendance can span both — open-stack builders at OSEAS and minigrid / DRE operators at the Forum.

ISV EMS code challenge · invited by OSEAS

After a planning call with Josha (OSEAS), IEEE Smart Village was invited to add an EMS code challenge to the OSEAS Rwanda workshop / hackathon track. Glenn Algie is drafting the brief — final theme TBD within ~24h.

Both candidates run on the edge at the LV feeder using Street-EMS / MeshEMS — continuous monitoring, isolation, alerts, and automations rather than cloud-only dashboards. Target hardware includes off-the-shelf IVY metering RCM and abSMART Modbus read/write multi-register CT inputs.

Candidate challenge themes (pick one)

1 Continuous leakage detection Detection, isolation, reports, and automations on the LV feeder — RCM + Modbus CT telemetry at the edge; actionable alerts without mandatory cloud round-trips.
2 Continuous neutral balancing Insights, alerts, automations, and recovery for village 3-phase LV feeders — neutral imbalance monitoring and corrective workflows at the feeder controller.

Either path extends ISV’s MeshEMS / Street-EMS “LV feeder as first kilometre” thread and pairs with OpenAMI northbound semantics where operators need aggregation upstream.

EnAccess · Power Africa 2026

EnAccess has limited travel budget and is unlikely to attend PAC 2026 (Nairobi, Sep). OpenAMI coordination continues remotely and shifts emphasis to OSEAS Kigali (Oct) — see OpenAMI EMS Workshop guest list update.
